CIVIA is operated as a service: the organisation is up and running from day one and receives new versions without having to manage the infrastructure.
- Dedicated installation per organisation
- Backups and monitoring
- Scheduled updates
Arriving last lets us choose without legacy constraints: artificial intelligence from the start, data interconnected by design and an architecture ready to grow with each organisation.
Data, permissions, processes and integrations are designed from the ground up to work with artificial intelligence. Specialised agents consult procedures and documents, prepare drafts and proposals and work towards scheduled goals.
Each agent has its tools, its execution limits and who authorises what clearly defined. The organisation can see at all times which agents exist and what they can do.
The platform does not depend on a single model provider: the organisation chooses which one to work with, including its own models, and can change it without redoing anything.
AI proposes and explains; sensitive actions require explicit confirmation, and administrative decisions and signatures remain human.
Case files, the population register, taxes, documents and organisation provide tools to the agents, always with the permissions of the person using them.
A council works with applications from several suppliers and with services from other administrations. CIVIA acts as the link between them all: it is interoperable from the outset and does not treat integration as an add-on.
When something happens at the council, CIVIA publishes it as an event and each interested service reacts independently. The consequences are triggered automatically, in parallel and without copying data from one application to another.
Every administrative fact (an application, a signature, a decision) is published as an event, and each interested service reacts independently.
Tax assessments, accounting entries, notifications and alerts are triggered automatically by the fact that gives rise to them, without copying data between applications.
Heavy work is processed in the background, without holding up the person serving the public, and each service scales separately according to load.
Each organisation has its own isolated data and permissions, which are checked on the server with every request.
The same product and the same capabilities in the cloud or on the organisation’s own infrastructure. In both cases, each installation has its own database, identity, backups and configuration.

CIVIA is installed on the infrastructure of the organisation or of its service provider, with the same product and the same capabilities.
CIVIA starts from a common base configuration: model procedures, templates, calendars and permissions already worked out. An assistant guides onboarding block by block and shows what is ready and what is missing.
We start from its public data and its organisational structure.
Organisation, officials in charge, local holidays and connections with existing systems.
Model procedures, templates, calendars and permissions already worked out, ready to adjust.
An assistant shows what is ready and what is missing, and can be resumed at any time.
We prepare a presentation built around the procedures and services that matter most to you, on a demonstration council.
