A council closer to its residents.

The whole council on a single platform. Connected data, procedures that move forward on their own and AI working for people.

Why CIVIA

We are the last to arrive. That is why we can rethink everything.

We have no decades-old systems or legacy architectures to protect. We can start from a different question: how would we design a council’s software today if we could start from scratch?

One procedure, from start to finish

This is how a connected council works.

We follow a minor works licence from the moment a resident applies for it until she receives the answer: a philosophy focused on simplifying and automating to give more value to people and to the relationship with citizens.

01CIVIA Sede

It all starts at home.

A resident wants to refurbish her kitchen. She goes to her council’s e-office, identifies herself and submits the application step by step, with her documents, without travelling or queuing.

  • Guided procedures, in their language
  • No need to provide again what the council already knows
  • Instant receipt

02Assisted case processing

The case file knows what comes next.

The application opens the case file with its procedure. A plan is missing: CIVIA detects it, prepares the request for documents and calculates the deadline using the municipality’s calendar. The council employee reviews it, signs it and moves on to the next task.

  • Every blocker explains what is missing
  • Automatic deadlines and alerts
  • All the information needed to decide

03The link between suppliers

All the data, in the same place.

A council works with applications from different suppliers. CIVIA acts as the link between them all: the suite’s population register, taxes and accounting sit alongside what other suppliers and administrations provide, and the council employee looks it all up in a single record.

  • One link between all suppliers
  • Each piece of data, just once
  • One record per person and business, without switching applications

04Native AI

AI prepares. People decide.

Artificial intelligence is inside the product, not on top of it: it works with case files, the population register, taxes and documents. An agent drafts the decision and cites its sources; the council employee corrects and approves it. With real governance, and without depending on a single model provider.

  • Limits and permissions defined for each agent
  • Vendor-agnostic: the model can be chosen and changed
  • People always decide and everything is logged

05Event-driven architecture

One fact, all its consequences.

Granting the licence is a fact, and CIVIA publishes it as an event. The rest of the system reacts on its own and in parallel: the fee is assessed, accounting forecasts the income, the notification is prepared and the inspection team is alerted. Nobody copies data from one application to another.

  • Asynchronous, event-driven architecture
  • Automatic consequences, with no manual steps
  • Every reaction is logged
Province
06CIVIA Red

No municipality on its own.

Behind many small councils there is a provincial council that supports them. From a shared space it onboards municipalities, shares configuration and provides support, and each organisation keeps its own scope.

  • Guided onboarding that can be resumed
  • Shared resources and catalogues
  • Each organisation’s own permissions

07Back to the resident

The answer arrives.

The resident receives the notification on her mobile and finds the decision in her citizen folder. For her, a simple procedure. For the council, less repetitive work and more time for people.

  • Notification with tracking
  • Decision in her folder
  • More time to serve people
What sets us apart

Seven ideas that run through the whole product.

  1. A different philosophy

Simplifying and automating administrative work so that public employees can spend their time on what matters most: people and their dealings with citizens.

  2. The link between suppliers

CIVIA connects applications from different suppliers and services from other administrations. It is interoperable from the outset and brings all the data together in one place.

  3. Designed for decision-making

Genuinely assisted case processing: the system detects, explains and prepares each step, and the public employee decides with all the information to hand.

  4. Native AI

It is not a layer on top of a legacy system: CIVIA is built with AI at the heart of the product, integrated throughout the system, with real governance, vendor-agnostic and with people always in control.

  5. A complete, integrated suite

E-administration, municipal population register, tax management and accounting, on the same data and with the same way of working.

  6. Data sovereignty

Deployment tailored to each organisation’s needs, as SaaS or on its own premises, with the data always under its control.

  7. Event-driven and asynchronous

Every administrative fact is an event to which the rest of the system reacts on its own: its consequences are triggered automatically, with no waiting or manual steps, and the platform scales with the organisation.

Who we serve

Designed for those who deliver public services every day.

Town councils

Especially small and medium-sized ones, where one person takes on several roles. CIVIA comes with a starting configuration so work can begin from day one.

  • Ready-made model procedures, templates and forms
  • Automations that send alerts, calculate deadlines and prepare documents
  • E-office with the municipality’s own branding
Province

Provincial councils and supramunicipal bodies

Island councils, county bodies or associations of municipalities that support many municipalities and want to multiply their capacity without standardising the way they work.

  • Guided onboarding and configuration of municipalities
  • Shared resources, catalogues and services
  • Each organisation keeps its own scope and permissions
